A Monroe man who was convicted of raping a 13-year-old female student when he was a teacher in New York was arrested Monday after police said he failed to report his sexual offender status after moving to New Hampshire. On Friday, following a lengthy investigation, members of the New Hampshire State Police Sex Offender Registry obtained an arrest warrant for Charles Oross, 57, NHSP officials said in a press release issued Tuesday. The investigation revealed that Oross had relocated to New Hampshire from New York and had failed to register as a Tier III offender, they said. Troopers took Oross into custody on Monday at NHSP Troop F in Twin Mountain. He will be arraigned in Littleton District Court at a later date.
